The Kyoto Protocol set binding targets for the countries listed in Annex I to the Convention (industrialised countries and countries in the transition period) for reducing their greenhouse gas emissions by an average of 5.2% against the base year levels over the period 2008-2012. For most countries, the base year is 1990 (for Poland - 1988). The Protocol recognised that the main greenhouse gases were carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O), and specified substances which are industrial gases, namely: HFC (hydrofluorocarbons), PFC (perfluorinated carbons) and sulphur hexafluoride (SF6).

On January 1st 2005 the greenhouse gas emissions trading scheme, a new economical method of cutting air emissions, came into existence in the European Union. Two of PGNiG's installations, namely in Zielona Góra and Odolanów, participate in the carbon dioxide emissions trading scheme (ETS) with the following first year allowances (thousand tonnes of CO2 per year; 2005-2007):

  • Odolanów Branch - boiler house and gas heaters - 13.4;
  • Zielona Góra - heating and technological boilers at the DÄ™bno mine - 35.9.
 To meet its targets under the greenhouse gas emissions trading scheme, PGNiG:
  • started controlling its emissions volumes by implementing - as part of the environmental management system - procedures of monitoring and reporting on carbon dioxide emissions;
  • drafted and reviewed annual reports on carbon dioxide emissions;
  • submitted the reviewed 2005, 2006 and 2007 annual reports to the National Administrator of the Emissions Trading Scheme (KASHUE);
  • balanced the carbon dioxide emissions against the allowances and archived the source data based on which the annual emissions reports were prepared;
  • redeemed its allowances in accordance with the emissions from the installations participating in the ETS.
In 2005-2007, total emissions from the PGNiG installations participating in the ETS did not exceed 45 thousand tonnes of CO2 per year. Although the PGNiG installations are in Group A, which comprises installations emitting up to 50 thousand tonnes of CO2 per year, the gaseous fuel consumption and quality levels at the Company are higher than required. This is an effect of observing survey and monitoring procedures applicable at the PGNiG units.
Natural gas features by far the lowest carbon dioxide emissions. Additionally, gas supplied via distribution systems offers stable composition and high quality characteristics.
Methane is another gas released to the atmosphere by the PGNiG Group companies. An inventory of the greenhouse gases emissions showed that methane is emitted to the air during the technological and emergency releases of natural gas from the pipelines and the pressure reduction and metering stations, as well as during boreholes siphoning, and from producing wells, separators, heaters, containers, gas drying units and compressors. To control the volumes of methane emitted, PGNiG is setting new emission values for these units. This will be of material importance for determining the quantities of methane produced and for paying environmental fees for the emissions.
